Overview
The Richard W. Collins III Leadership with Honor Scholarship supports the state’s interest in enrolling diverse student populations and increasing representation within ROTC programs.
Application timeline
- Opening date: The 2025–2026 application period begins April 15, 2025.
- Closing date: Applications for 2025–2026 must be submitted by April 1, 2026.
- Notification: There is no fixed notification date. Applications are reviewed on a rolling basis, so applicants are encouraged to provide all required materials as soon as possible to facilitate timely processing.
Who is eligible
Applicants must meet one or more of the following status categories:
- Current or incoming full-time undergraduate degree-seeking students
- Current or incoming part-time undergraduate degree-seeking students
- Current or incoming full-time graduate degree-seeking students
- Current or incoming part-time graduate degree-seeking students
Additional eligibility criteria:
- Undocumented students who qualify for in-state tuition are eligible to apply.
- The scholarship targets individuals identified by their institution as minority students or as members of groups historically underrepresented in ROTC programs.
- Applicants must be enrolled full-time at one of these institutions only: Bowie State University, Coppin State University, Morgan State University, or University of Maryland Eastern Shore.
- Applicants must be members of an ROTC program.
- The institution must determine the applicant to be eligible for in-state tuition.
How to apply and required actions
- Submit FAFSA online at https://studentaid.ed.gov/sa/fafsa, or if you are ineligible for federal aid but eligible for in-state tuition, file the MHEC One App via the Maryland College Aid Processing Portal (MDCAPS) by July 15.
- Complete and submit the scholarship application through the MDCAPS One-App at https://mdcaps.mhec.state.md.us.
- All required documentation and the online application must be uploaded to and received by the Office of Student Financial Assistance by the application closing date.

All requested supporting documents will be managed and submitted electronically through each applicant’s MDCAPS account.
